Seasonal Work Permits for Foreigners in Lithuania Moving to UŽTIS from October 1, 2026

On September 4, 2026, the Minister of Social Security and Labour of the Republic of Lithuania adopted Order No. A1-533 (TAR reg. No. 2026-13737), amending the procedure for issuing seasonal work permits to foreign nationals. Entering into force on October 1, 2026, the order completely transitions the application and issuance process into a digital format.

Starting October 1, 2026, all applications to issue or extend seasonal work permits and all accompanying documents must be submitted exclusively online through the Employment Service Information System (UŽTIS) via the Electronic Government Gateway. Paper applications and duplicate paper permits are eliminated. Under the revised Section 7 of the description, the state fee must be paid directly at the time of application submission via the State Information Resources Interoperability Platform (VIISP).

The regulation also introduces updated application templates for permit issuance (Annex 1) and permit extension (Annex 2). Employers are required to provide the precise profession code in accordance with the Lithuanian Classification of Occupations, as well as the exact weekly working hours. These parameters must strictly align with the employment contract terms.

A new Section 37 establishes an explicit obligation for employers: if a foreign national fails to arrive or is not hired, the employer must notify the Employment Service via UŽTIS within 7 calendar days of the visa issuance date, providing the worker's identification details and permit number, and requesting revocation of the issued permit.

Additionally, amended Section 32 stipulates that any change in the foreign worker's accommodation must be reported via UŽTIS no later than 7 calendar days after the change occurs. Under Section 33, the Employment Service is required to forward this information to the State Labour Inspectorate within 3 working days.
