The State Tax Inspectorate of Lithuania (VMI) has officially announced a scheduled temporary restriction of electronic services and full system maintenance as it transitions to the new centralized Tax Administration Platform (MAP). During this phase of digital transformation, the Taxpayer Register is being migrated, and the first six services will launch on the new MAP infrastructure.

The service limitations will take place in two consecutive phases. The first phase runs from November 16 to November 29, 2026. During this period, the following services will be restricted or suspended:

– issuance, renewal, and termination of business certificates (verslo liudijimai);
– registration and amendment of individual self-employment activity;
– updating data for legal entities and taxpayer registration of foreign enterprises;
– managing representation rights and powers of attorney in Mano VMI and EDS portals;
– registration of new taxpayers in the VAT register;
– fiscal cash register registration and modification in the i.EKA system;
– applications for excise duty relief permits;
– processing tax declarations and fiscal periods.

The second phase involves a complete shutdown of all VMI electronic services from November 26 through November 29, 2026. During these four days, access to Mano VMI, the Electronic Declaration System (EDS), the Excise Information System (AIS), OSS, EPRIS, TIES, and i.EKA will be entirely unavailable. Automated data exchange via API and web services will also be halted.

Full system access and newly updated services will resume on November 30, 2026, coinciding with updated user authentication rules for VMI information systems.

To ensure operational continuity, businesses must observe the following practical cut-off deadlines:

– finalize all representation changes, authorisations in Mano VMI/EDS, new VAT registrations, and cash register procedures in i.EKA by November 15, 2026;
– file all impending tax returns, reconcile liabilities, and execute tax payments by the end of November 25, 2026.
